At its 16th plenary meeting, on 28 June 2004, the Economic and Social Council adopted the agenda of its substantive session of 2004 20 and approved the proposed programme of work of the session.21

At its 18th plenary meeting, on 29 June 2004, on the recommendation of the Committee on Non-Governmental Organizations, the Council approved the requests made by nongovernmental organizations to be heard by the Council at its substantive session of 2004.22 At the same meeting, the Council also approved the request made by one additional nongovernmental organization under item 4 (a), namely, the
