Expresses its deep concem at the difficulties met by the l. United Nations Transitional Authority in Cambodia in the implementation ofthe agreements on a comprehensive política! settlement of the Cambodia conflict signed in Paris on 23 October 1991110;

Underlines that ali signatories of the París agreements are bound by ali their obligations thereunder;

Deplores the continuing violations ofthe cease-fire and urges ali parties to cease ali hostilities forthwith, to cooperate

fully with the Authority in the marking of ali minefields and to refrain from any deployment, movement, or other action intended to extend the territory tbey control or which might lead to renewed fighting;

Reaffirms the intemational community's firm commitment to a process under wbicb the Authority, operating freely throughout ali of Cambodia as authorized by the Paris agreements, can verify tbe departure of ali foreign forces and ensure full implementation of the agreements;

Demands that ali parties respect tbe peaceful nature of tbe Autbority's mission and take ali necessary measures to ensure the safety and security of ali United Nations personnel;

Urges ali parties to cooperate with tbe Authority in broadcasting information helpful to implementation oftbe París agreements;

Strongly deplores tbe continuing refusal by one oftbe parties to permit tbe necessary deployment of ali components of tbe Authority to tbe areas under its control to enable the Authority to carry out its full functions in the implementation of tbe Paris agreements;

Urges ali States, in particular neighbouring States, to provide assistance to the Autbority to ensure the effective implementation of tbe París agreements;

Approves tbe efforts of tbe Secretary-General and bis Special Representative for Cambodia to continue to implement tbe París agreements despite tbe difficulties;

Invites in particular tbe Secretary-General and bis Special Representative to accelerate the deployment of the Authority's civilian components of tbe, especially tbe component mandated to supervise or control the existing administrative structures;

Demands that the party tbat has failed so far to do so permit without delay the deployment of tbe Authority in the areas under its control, and implement fully phase II of tbe plan as well as the otber aspects of tbe París agreements;

Requests tbe Secretary-General and bis Special Representative to ensure tbat intemational assistance to tbe rehabilitation and reconstruction of Cambodia from now on benefits only the parties which are fulfilling their obligations under the París agreements and cooperating fully with tbe Autbority;

Decides to remain actively seized of the matter.
