CENTRAL AMERICA: EFFORTS TOWARDS PEACE1

Decides, on the basis of the report of the Secretacy- General and in accordance with the provisions ofresolution 693 (1991), to enlarge the mandate of the United Nations Observer Mission in El Salvador to include the verification and monitoring of the implementation of ail the agreements once these are signed at Mexico City between the Govemment of El Salvador and the Frente Farabundo Martî para la Liberaci6n Nacional, in particular the Agreement on the Cessation of the Armed Contlict and the Agreement on the Establishment of a National Civil Police;

Also decides that the mandate of the Mission, enlarged in accordance with the present resolution, will be extended to 31 October 1992 and that it will be reviewed at that time on the basis of recommendations to be presented by the Secretacy-General;

Requests the Secretacy-General to take the necessacy measures to increase the strength of the Mission as recommended in bis report;

Calls upon both parties to respect scrupulously and to implement in good faith the commitments assumed by them under the agreements which are to be signed at Mexico City and to cooperate fully with the Mission in its task of verifying the implementation of these agreements;

Reaffirms its support for the Secretacy-General's continuing mission of good offices with regard to the Central American peace process, and in particular for bis observations in paragraphs 17 to 19 of the report regarding bis intention to continue, as was foreseen in the Geneva Agreement of 4 April 1990 6 conceming the process which is to end definitively the armed contlict, to rely on the Govemments of Colombia, Mexico, Spain and Venezuela, as well as other States and groups of States, to support him in the exercise of bis responsibilities;

Requests the Secretacy-General to keep the Security Council fully informed of developments relating to the implementation of the present resolution and to report on the operations of the Mission before the expicy of the new mandate period.

Decision At its 3031st meeting, on 16 Januacy 1992, the Council discussed the item entitled "Central America: efforts towards peace - report of the Secretacy-General (S/23421)".3

Resolution 730 (1992)

Approves the report of the Secretary-General of 14 Januacy 1992;7 2.

Decides, in accordance with the recommendation in paragraph 7 of the report, to terminale the mandate of the United Nations Observer Group in Central America with effect from 17 J anuacy 1992.

Decisions

In a letter dated 16 J anuacy 19928 addressed to the President of the Security Council for the attention of the members of the Council, the Secretacy-General referred to resolution 729 (1992) of 14 Januacy 1992 by which the Council had decided to enlarge the mandate of the United Nations Observer Mission in El Salvador to include the verification of the implementation of the Peace Agreement for El Salvador which had been signed at Mexico City on 16 Januacy 1992.9 The Secretacy-General stated that in accordance with that resolution, and having carried out the necessary consultations, it was bis intention to appoint Brigadier General Victor Suanzes Pardo, of Spain, as Chief Military Observer and commander of the militacy division of the Mission. He reported that Brigadier General Suanzes Pardo was currently serving as Chief Militacy Observer of the United Nations Observer Mission in Central America and that bis mandate would terminale on 17 Januacy 1992, in accordance with resolution 730 (1992) of 16 Januacy 1992.

In a letter dated 17 J anuacy 1992,10 the President of the Security Council informed the Secretary-General as follows:

"1 have the honour to inform you that your Jetter dated 16 Januacy 1992 conceming the appointment of the Chief Militacy Observer and commander of the military division of the United Nations Observer Mission in El Salvador8 bas been brought to the attention of the members of the Council. They agree with the proposai contained in your Ietter."

In a letter dated 3 February 199211 addressed to the President of the Security Council for the attention of the members of the Council, the Secretary-General referred to resolution 729 (1992) of 14 Januacy 1992, bywhich the Council had decided "to enlarge the mandate of the United Nations Observer Mission in El Salvador to include the verification and monitoring of the implementation of ail the agreements once these are signed at Mexico City between the Govemment of F.J Salvador and the Frente Farabundo Martf para la Liberaci6n Nacional, in particular the Agreement on the Cessation of the Armed Contlict and the Agreement on the &tablishment of a National Civil Police".
