Having heard the statement by the Minister for Foreign dccided to invite the representative ofYugoslavia to participak,

Affairs of Yugoslavia,184 without vote, in the discussion of the item entitled:

Deeply concemed hy the fighting in Yugoslavia, which is "Letter dated 19 Septernber 1991 frorn the Permanent causing a heavy Joss ofhuman life and material damage, and by Representative of Austria to the United Nations addressed the consequences for the countries of the region, in particular to the President of the Security Council (S/23052);22 in the border areas of neighbouring countries, "Letter dated 19 September 1991 from the Permanent Concemed that the continuation ofthis situation constitutes Representative of Canada to the United Nations addressed a threat to international peace and security, to the President of the Security Council (S/23053);22

Recalling its primary responsibility under the Charter of the "Letter dated 20 September 1991 from the Permanent United Nations for the maintenance of international peace and Representative of Hungary to the United Nations security, addressed to the President of the Security Council (S/23057);21

Recalling also the provisions of Chapter VIII of the Charter, "Letter dated 24 September 1991 from the Permanent Representative of Yugoslavia to the United Nations

Commending the efforts undertaken by the European addressed to the President of the s,~curity Council Community and its member States, with the support of the (S/23069). "22 States participating in the Conference on Security and C.ooper· ation in Europe, to restore peace and dialogue in Yugoslavia,

through, inter alia, the implementation of a cease-fire including Resolution 713 (1991)

the sending of observers, the convening of a conference on of 25 September 1991 Yugoslavia, including the mechanisms set forth within it, and the suspension of the delivery of all weapons and military equipment to Yugoslavia,

Supports Jully ail arrangements and measures resulting changes within Yugoslavia brought about hy violence are from such collective efforts as those describe<l ahovc, in acceptable,

particular with regard to assistance and support to the cease- Taldng note of the agreement for a cease-fire concluded on fire observers, and to cnnsolidate an effective end to hostilities 17 September 1991 in lgalo, and also that signed on 22 in Yugoslavia and to assure the smooth functioning of the September 1991,

process instituted within the framework of the Conference on Yugoslavia;

Alarmed by the violations of the cease-fire and the continuation of the fighting,

Invites to this end the Secretary-General to offer his assistance without delay, in consultation with the Govemment Taldng note of the Jetter dated 19 September 1991 from the of Yugoslavia and all those promoting the efforts referred to Permanent Representative of Austria to the United Nations above, and to reixm as soon as possible to the Security addressed to the President of the Security Council, 1115 Council;

Taldng note also of the letters dated 19 and 20 September 1991 from, respectively, the Pem1anent Representative of 4.

Strongly urges all parties to abide strictly by the ceasefire agreements of 17 and 22 September 1991: Canada186 and the Permanent Representative of Hungaiy187 to the United Nations addressed to the President of the Security Appeals urgenti),' to and encourages all parties :o settle Council,

Decides, under Chapter VII of the Charter of the nent Representative of Czechoslovakia,189 the letter dated 7 United Nations, that ail States shall, for the purposes of August 1991 from the Permanent Representatives of Belgium,

establishing pcace and stability in Yugoslavia, immediately France and the United Kingdom of Great Britain and Northem implement a general and complete ernhargo on ail dcliveries of Ireland,190 and the letter dated 19 September 1991 from the weapons and military equipment to Yugos)avia until the Permanent Representative of Australia,191 as well as the Ietter Council decides otherwise following consultation between the addressed to the President of the Security Council dated 7 Secretary-General and the Govemment of Yugoslavia; August 1991 from the Chargé d'affaires a.i. of the Permanent Mission of Austria,192 and the letters dated 29 August and 4 and 7.
