Pays tribute to all United Nations personnel serving in peacekeeping operations and those who have sacrificed their lives in the line of duty for the cause of peace;

Stresses that accountability for attacks against United Nations personnel serving in peacekeeping operations is essential to deter future attacks, safeguard the effectiveness of United Nations peacekeeping operations and the safety and security of such personnel, and calls upon all relevant stakeholders, as appropriate, to cooperate with the United Nations to facilitate the identification, investigation and prosecution of perpetrators without delay;

Recalls the responsibility of Host States to work with peacekeeping operations to enhance the safety and security of United Nations personnel serving in peacekeeping operations, including in line with resolution 2518 (2020) and resolution 2589 (2021), and to take all necessary measures to investigate the killing of and all acts of violence against United Nations personnel in peacekeeping operations to prosecute the perpetrators, in line with their national law, in a manner that is consistent with applicable international obligations, including under international humanitarian law, and international human rights law, and in accordance with the status-of-forces or status-of-mission agreements;

Requests the Secretary-General, as appropriate and where mandated, to ensure that in event of any future attacks on personnel serving in peacekeeping operations and their premises, peacekeeping operations promptly establish clear factual records of the incidents and make them available for host states’ investigations into such attacks, calls upon all relevant States and other relevant actors to cooperate fully with such investigations, and to take all appropriate measures to bring perpetrators to justice and requests the Secretary General to keep relevant troop- and police-contributing countries and relevant States informed of progress in investigations and accountability efforts;

Encourages the Secretary-General, through peacekeeping operations, where mandated, and other relevant United Nations entities, within existing resources and upon the request of host state, to continue to provide capacity-building and technical assistance to national law enforcement, prosecutorial, judicial and corrections institutions to support the investigation and prosecution of the killing of, and all acts of violence against United Nations personnel serving or having served in peacekeeping operations;

Encourages troop- and police-contributing countries, whose personnel have been the victims of acts of violence to deploy, on a voluntary basis, as appropriate, trained investigative personnel to assist the host States, consistent with their national law, upon their request, in the investigations of cases related to the killing of, and all acts of violence against United Nations personnel serving or having served in peacekeeping operations;

Requests the Secretary-General to designate a senior focal point, among current personnel, on accountability for crimes against personnel serving in peacekeeping operations, to bolster coordination and the capacity to address these issues across the United Nations system to support the prevention, investigation and prosecution of cases related to the killing of and all acts of violence against United Nations personnel serving in peacekeeping operations, including through engagement with relevant Member States and with troop- and police-contributing States, and to enhance the effective use of existing accountability mechanisms;

Requests the Secretary-General to submit to the Security Council annual report on the status of the investigation and prosecution of cases related to the killing of and all acts of violence against United Nations personnel serving in peacekeeping operations. The report should include information on the work carried out by the Secretariat and the focal points appointed in each peacekeeping operation, as applicable. The first such report should be submitted within 120 days of the adoption of the resolution. It should contain a list of options on the way forward for consideration by the Council;

Requests the Secretary-General to include, as an annex to his above-mentioned report to the Security Council, any annual updates provided by Member States hosting or having hosted United Nations peacekeeping operations on progress made in the investigation and prosecution of cases related to the killing of, and all acts of violence against United Nations personnel serving in peacekeeping operations;

Reaffirms its determination to take further steps, as necessary, to strengthen the accountability for attacks on United Nations personnel serving in peacekeeping operations, to enhance their safety and security;

Decides to remain seized of the matter.
