“At the 9837th meeting of the Security Council, held on 16 January 2025, in connection with the Council’s consideration of the item entitled “The situation in the Middle East”, the President of the Security Council made the following statement on behalf of the Council:
“The Security Council recalls resolutions 1701 (2006), 1680 (2006), and 1559 (2004) and reaffirms its strong support for the territorial integrity, sovereignty, and political independence of Lebanon, in accordance with the principles and parameters set out in resolution 1701 (2006).
“The Security Council welcomes the election of the President of the Republic of Lebanon Joseph Aoun, as well as the designation of Nawaf Salam as Prime Minister. The election of a new President of the Republic is a long-awaited and critical step to overcome Lebanon’s political and institutional crisis. The Security Council stresses that the formation of a government is critical for Lebanon’s stability and resilience to withstand regional and domestic challenges and encourages all parties in Lebanon to demonstrate renewed unity to that end, in order to ensure Lebanon’s ability to address the various challenges facing the country. The Security Council encourages the new Lebanese authorities to build on their efforts thus far by continuing to work constructively to promote the country’s stability, and by swiftly forming a government.
“The Security Council acknowledges as well the continued support of the international community to help create positive conditions for this election.
“The Security Council affirms that the preservation of Lebanon’s stability is essential to regional stability and security. The Security Council welcomes the cessation of hostilities arrangement between Israel and Lebanon of November 26, 2024 (S/2024/870). It expresses its concerns about the reported violations after November 27 and calls for all violations of the arrangement to stop. The Security Council calls on the parties to faithfully implement the provisions of the arrangement and for the full implementation of the cessation of hostilities with the support of the United Nations Special Coordinator for Lebanon (UNSCOL) and the United Nations Interim Force in Lebanon (UNIFIL), in line with their respective mandates.
“The Security Council calls for the full implementation of resolution 1701 (2006) and the Security Council’s previous relevant resolutions by all parties, notably 1680 (2006) and 1559 (2004).
“The Security Council reiterates its full support to the United Nations Interim Force in Lebanon (UNIFIL) and stresses the critical role it plays in supporting regional stability and calls on all parties to respect the safety of UNIFIL and other United Nations personnel and premises to ensure that the freedom of movement of UNIFIL in all its operations is fully respected and unimpeded. The Security Council recalled that UN peacekeepers and premises must never be the target of an attack.
“The Security Council calls on the international community to extend humanitarian assistance, in accordance with the UN’s humanitarian principles, including humanity, neutrality, impartiality and independence, as well economic assistance, including financial support, to the Lebanese people, including through facilitating the safe return of displaced persons and, under the authority of the Government of Lebanon, calls for further international assistance in the future to help facilitate the reconstruction and development of Lebanon, strengthen State institutions, including the Lebanese Armed Forces, and to help secure a permanent ceasefire and a long-term solution to the conflict.”
