“The Security Council recognizes the need for the early involvement on the ground of peace-building actors and an orderly assumption of their responsibilities. To this effect and in order to avoid any gap between peacekeeping and peace-building, the Council expresses its determination, where appropriate, to consult at various stages of any peacekeeping operation that includes peace-building elements and in particular when the operation is being established, with the State concerned and with relevant actors who are primarily responsible for coordinating and implementing aspects of peace-building activities, such as the General Assembly, the Economic and Social Council, the United Nations funds and programmes, the international financial institutions, regional organizations and major donor countries.
