"The Security Council strongly condemns the detention and mistreatment of 43 unarmed military observers of the United Nations Observer Mission in Liberia (UNOMIL) and 6 non-governmental organizations (NGO) staff, which are in flagrant violation of international humanitarian law as well as of the Cotonou Agreement. It demands that those responsible release immediately the detained personnel and return their property and that of UNOMIL and humanitarian organizations. It urges all parties to observe strictly the Cotonou Agreement and to ensure the safety, security and freedom of movement of UNOMIL, other United Nations personnel and those of humanitarian organizations.
