At its 45th plenary meeting, on 25 July 2012, the Economic and Social Council, recalling General Assembly resolution 65/234 of 22 December 2010 on the follow-up to the International Conference on Population and Development beyond 2014, in which the Assembly emphasized the need for Governments to recommit themselves

at the highest political level to achieving the goals and objectives of the Programme of Action of the Conference,34 and noting the contribution of the Programme of Action to the implementation of the internationally agreed development goals, including the Millennium Development Goals, recommended to the Assembly that the special session to be held during the sixty-ninth session of the Assembly to carry out an assessment of the status of implementation of the Programme of Action should take place immediately preceding the general debate of the sixty-ninth session.
