At its 48th plenary meeting, on 28 July 2011, the Economic and Social Council, recalling General Assembly resolution 1166 (XII) of 26 November 1957, in which the Assembly had requested the Council to establish the Executive Committee of the Programme of the United Nations High Commissioner for Refugees, as well as subsequent Assembly resolutions by which the membership of the Executive Committee had been increased:

(a) Took note of the requests to enlarge the membership of the Executive Committee of the Programme of the United Nations High Commissioner for Refugees contained in the letter dated 1 March 2011 from the Permanent Representative of Azerbaijan to the United Nations addressed to the Secretary-General60 and the letter dated 11 July 2011 from the Chargé d’affaires a.i. of the Permanent Mission of the Republic of Rwanda to the United Nations Office and other international organs in Geneva addressed to the President of the Economic and Social Council;61

(b) Recommended that the General Assembly, at its sixty-sixth session, decide on the question of enlarging the membership of the Executive Committee from eighty-five to eightyseven States.
