At its 50th plenary meeting, on 23 July 2004, the Economic and Social Council adopted the following theme for the high-level segment of its substantive session of 2005 and, in that context, underlined the importance of development issues and that the discussions on the theme would cover and should be within the mandate of the Council:

“Achieving the internationally agreed development goals, including those contained in the Millennium Declaration, as well as implementing the outcomes of the major United Nations conferences and summits: progress made, challenges and opportunities”.
