Endorses the report of the Secretary-General entitled “Merger of the United Nations System Staff College into the United Nations Institute for Training and Research”;²

Decides to merge the United Nations System Staff College into the United Nations Institute for Training and Research and transfer all existing mandates, functions, personnel, property, assets, rights, obligations and liabilities of the United Nations System Staff College to the United Nations Institute for Training and Research, while safeguarding their respective critical learning capabilities and maintaining the existing geographic footprint at the outset, as outlined in the report of the Secretary-General;

Also decides that the United Nations Institute for Training and Research, as the successor to the United Nations System Staff College, shall be known by its new name, the United Nations Institute for Capability and Learning Innovation, as from the date of completion of the first transition phase defined in the report of the Secretary-General, expected by 31 December 2026;

Requests the Secretary-General to take the necessary steps to implement the present resolution in line with the report of the Secretary-General and in consultation with relevant stakeholders, and to report back to the General Assembly on the progress of implementation of the present resolution during the eighty-first session, with detailed information, including on the implementation timeline and projected cost savings, as well as on the strategic value, efficiencies, reduction of duplications, financial arrangements, transitional costs and staffing structure.
