Decides that the intergovernmental review of the implementation of the Buenos Aires outcome document of the second High-level United Nations Conference on South-South Cooperation,⁶ hereinafter referred to as the “intergovernmental review”:

Will be held as meetings of the General Assembly, at the United Nations Headquarters in New York, from 24 to 26 July 2028;

Will be held at the highest possible level, including Heads of State and Government;

Will consist of plenary meetings, to be held on 24 July, from 10 a.m. to 1 p.m. and from 3 to 6 p.m., and on 25 July, from 10 a.m. to 1 p.m. and from 3 to 6 p.m.; multi-stakeholder panel discussions on the sub-themes, to be held on 24 July, from 3 to 6 p.m. and on 25 July from 10 a.m. to 1 p.m. and from 3 to 6 p.m., in parallel with the plenary meeting; and a closing plenary meeting, to be held on 26 July, from 10 a.m. to 1 p.m.;

Will result in a concise, focused, forward-looking and action-oriented intergovernmentally agreed outcome in the form of a political declaration;

Will also result in summaries by the President of the General Assembly;

Requests the Secretary-General to provide all necessary assistance to the preparatory process for the intergovernmental review, including the preparation of a comprehensive report, consistent with the overarching theme of the review, no later than January 2028, reviewing the progress made in the implementation of the recommendations contained in the Buenos Aires outcome document of the second High-level United Nations Conference on South-South Cooperation by the international community, in particular the United Nations, identifying lessons learned, including practical examples of implementation, technical cooperation mechanisms and best practices, new and emerging issues related to South-South and triangular cooperation, and recommendations to strengthen South-South and triangular cooperation in the implementation of the 2030 Agenda for Sustainable Development⁷ and the remaining period to 2030 and beyond;

Also requests the Secretary-General to prepare a background note, by the end of December 2026, including proposals for the overarching theme of the intergovernmental review, taking into account the important role of South-South and triangular cooperation and the implementation of the 2030 Agenda for Sustainable Development, and sub-themes for the multi-stakeholder panel discussions, for the consideration of Member States;

Requests the United Nations Office for South-South Cooperation to continue to provide the necessary substantive support to the preparatory process for the intergovernmental review;

Requests the President of the General Assembly to appoint two co‑facilitators, one from a developing country and one from a developed country, to initiate intergovernmental negotiations with all Member States and observers of the General Assembly and members of specialized agencies in an open, inclusive and transparent manner, commencing at an appropriate date, to enable sufficient discussion, with a view to producing a concise and action-oriented political declaration, prior to the holding of the intergovernmental review, for adoption at the opening segment of the intergovernmental review;

Decides that the intergovernmental review and its preparatory process shall be open to participation by all Member States and observers of the General Assembly, members of specialized agencies, representatives of United Nations organizations and entities, and all members of the specialized agencies that have observer status with the General Assembly;

Invites other relevant stakeholders, including heads of organizations and bodies of the United Nations, intergovernmental organizations, international financial institutions and non‑governmental organizations, civil society organizations, academic institutions, including specialized technical agencies and research institutions, the scientific community, the private sector and philanthropic organizations whose work is related to the intergovernmental review, to participate as observers in the intergovernmental review and its preparatory process, and:

Invites non‑governmental organizations in consultative status with the Economic and Social Council to register with the Secretariat in order to participate in the intergovernmental review;

Requests the President of the General Assembly to draw up a list of representatives of other relevant non‑governmental organizations, civil society organizations, academic institutions, the scientific community and the private sector who may participate in the intergovernmental review, including its panel discussions, taking into account the principles of transparency and equitable geographical representation, with due regard for gender parity, to submit the proposed list to Member States for their consideration on a non‑objection basis⁸ and to bring the list to the attention of the Assembly for a final decision by the Assembly on participation in the intergovernmental review;

⁸The list will include proposed as well as final names. The general basis of any objections, if requested by one or more States Members of the United Nations or States members of the specialized agencies, will be made known to the Office of the President of the General Assembly and the requester.

Decides that the President of the General Assembly, in consultation with Member States, will invite relevant stakeholders to speak during the intergovernmental review;

Requests the Secretary-General to proceed with the organizational arrangements for the intergovernmental review, and to provide a note on the organizational aspects of the intergovernmental review;

Encourages all Member States and other relevant stakeholders that are in a position to do so to consider supporting the participation of developing countries, in particular the least developed countries, including by making voluntary contributions through the United Nations Fund for South-South Cooperation, in order to ensure the broadest possible participation;

Decides that the proceedings of the intergovernmental review, including the multi-stakeholder panel discussions, shall be webcast, and encourages the President of the General Assembly, the Secretary-General, the Executive Secretaries of the regional commissions and principals of the United Nations agencies to give the highest visibility to the intergovernmental review, through all relevant media platforms and information and communications technologies.
