Reaffirms the central role of the high-level political forum on sustainable development in overseeing follow-up and review processes of the 2030 Agenda for Sustainable Development³ at the global level in accordance with agreed guiding principles set out in paragraph 74 of resolution 70/1, working coherently with the General Assembly, the Economic and Social Council and other relevant organs and forums, in accordance with existing mandates;

Notes that the Economic and Social Council is a Charter body and a principal organ of the United Nations and that the high-level political forum on sustainable development is held under the auspices of the Economic and Social Council and the General Assembly;

Decides that the thematic sessions should further strengthen synergies with the voluntary national reviews, reflect the universal, integrated, indivisible and interlinked nature of the Sustainable Development Goals, harness data to track progress in implementing Sustainable Development Goals and targets, and strengthen analysis of the interlinkages across the Goals and targets, including policy implications of their synergies and trade-offs; and also decides that thematic reviews of progress on the Sustainable Development Goals, including cross-cutting issues, at the high-level political forum on sustainable development shall continue to be supported by inputs from the functional commissions of the Economic and Social Council and other intergovernmental bodies and forums, and shall also continue to engage all relevant stakeholders;

Also decides that the high-level political forum shall continue to dedicate adequate time to review progress in implementing the 2030 Agenda in countries in special situations, especially with regard to the Sustainable Development Goals under review and their interlinkages, particularly in African countries, least developed countries, landlocked developing countries, small island developing States and countries in conflict and post-conflict situations; the dedicated thematic sessions for countries in special situations in previous high-level political forums must be maintained and the circumstances and challenges of countries in special situations should also be addressed throughout the high-level political forum thematic reviews; specific challenges facing middle-income countries should also continue to be considered;

Further decides that, in 2028 and 2029, the high-level political forum shall also promote and review the implementation of the intergovernmentally negotiated political declaration to be adopted at the 2027 Sustainable Development Goals Summit (high-level political forum on sustainable development convened under the auspices of the General Assembly), as well as ministerial declarations adopted by the high-level political forum convened under the auspices of the Economic and Social Council, so as to contribute to the implementation of the 2030 Agenda;

Reaffirms that the General Assembly shall continue to adopt one common main theme for the Economic and Social Council and the high-level political forum on sustainable development convened under its auspices, and decides that the thematic focus shall be:

For 2028: Deliver, turning promises into action: scaling up transformative, just, inclusive, equitable and coordinated action to achieve sustainable development and deliver the 2030 Agenda and its Goals;

For 2029: All in: eradicating poverty and leaving no Goal behind in the implementation of the 2030 Agenda;

Decides that, for the high-level political forum convened under the auspices of the Economic and Social Council, the sets of Sustainable Development Goals, including their interlinkages, to be reviewed in depth shall be:

For 2028: Goals 6, 7, 9, 11, 12, 13, 14, 15 and 17;

For 2029: Goals 1, 2, 3, 4, 5, 8, 10, 16 and 17;

Also decides to strive for a ministerial declaration at the high-level political forum in 2028 and 2029 that is concise, action-oriented and reflective of the substantive inputs provided by the Economic and Social Council’s segments, forums, subsidiary bodies, and specialized agencies of the United Nations, as well as regional forums on sustainable development;

Looks forward to the high-level political forum to be convened under the auspices of the General Assembly at the summit level in September 2027, and reiterates the invitation to consider how to advance sustainable development by 2030 and beyond, as a priority and at the centre of the work of the United Nations as contained in the Pact for the Future;⁴

⁴Resolution 79/1.

Decides to define, at its eighty-second session, the theme for the Economic and Social Council and the high-level political forum convened under the auspices of the Council in 2030, as well as the arrangements for the Sustainable Development Goals to be reviewed at the forum in a manner that ensures coherence and reflects the holistic nature of the 2030 Agenda;

Also decides that the high-level political forum shall continue to strengthen the science-policy interface to support actions by policymakers and other stakeholders with solid evidence on progress and challenges in the implementation of the 2030 Agenda and the related policies; to this end, it will also examine documentation, bringing together dispersed information and assessments, including through the Global Sustainable Development Report, building on existing assessments and enhancing evidence-based decision-making, it will give dedicated attention to issues related to the availability of data and the strengthening of capabilities for data collection and analysis, and the advance unedited version of the Global Sustainable Development Report should be available in March to inform intergovernmental negotiations on the political declaration of the 2027 meeting of the high-level political forum convened under the auspices of the General Assembly (Sustainable Development Goals Summit);

Further decides to continue receiving the report of the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns and the messages from the United Nations Environment Assembly, while discontinuing the practice of dedicated oral presentations during the high-level political forum, with a view to enhancing time allocation for voluntary national reviews;

Decides that the annual report of the Secretary-General on the theme and the report on long-term trends and scenarios shall be consolidated into a single, concise report, which shall inform the high-level segment of the Economic and Social Council and the high-level political forum convened under the auspices of the Council, and that this report will continue to address the joint theme, while also identifying policy options for accelerating implementation of the Sustainable Development Goals;

Requests the President of the Economic and Social Council to continue to enhance the integration and ensure the consideration of the regional dimension of the implementation of the 2030 Agenda into the programme of the high-level political forum, by reflecting the outcomes of the regional forums in its proceedings and taking note of inputs from the regional commissions and other relevant regional and subregional entities;

Recognizes efforts by local authorities to conduct local reviews, and reaffirms that the high-level political forum should continue to strengthen the attention given to efforts to bolster local action to accelerate implementation of the Sustainable Development Goals, in accordance with national circumstances, policies and priorities, and the regional forums are encouraged to discuss trends and findings from voluntary local reviews;

Reaffirms that the principles established in the 2030 Agenda for guiding follow-up and review processes at all levels, including those set out in paragraph 74 of the Agenda, should continue to be implemented at all levels, accordingly, follow-up and review processes at all levels will be guided by the principles set out in paragraph 4 of the annex to resolution 75/290 B;

Encourages countries presenting voluntary national reviews, while retaining their voluntary and country-led nature, and recognizing that the voluntary national reviews presented by countries reflect their efforts to integrate the Sustainable Development Goals into national plans and policies, taking into account different national realities, capacities and levels of development and respecting policy space and priorities to:

Strive to prepare more action-oriented and delivery-focused reviews;

Adopt a more analytical approach, including consideration of policy choices, trade-offs and lessons learned, and any enabling condition that contributes to implementation of the Sustainable Development Goals, including from the previous review cycles;

Strengthen the use of evidence, science and evaluation for their voluntary national reviews;

Benefit from enhanced national statistical capacities to address the gaps in data on the 2030 Agenda and use of high-quality, timely, reliable, disaggregated data and statistics, with support provided for building such capacities in developing countries;

Provide a platform for partnership, including through broad participation and meaningful engagement of relevant stakeholders, which remains a part of effective review and implementation processes, and in this context strengthen youth engagement in voluntary national reviews;

Benefit from more systematic preparation of and follow-up to the reviews, with greater support by the resident coordinators, the regional commissions and the United Nations system, as appropriate;

Consider including in the reviews progress in the local implementation of the 2030 Agenda, including through voluntary local and regional reviews, as appropriate, noting the importance of governments in designing policies, allocating resources and implementing practices that contribute to localization of the Sustainable Development Goals in their specific contexts;

Encourages presenting countries and partners, including resident coordinators and United Nations country teams, to strengthen follow-up activities, including to assist countries in addressing implementation challenges and gaps, through enhanced partnerships with the United Nations system and relevant stakeholders, including the international financial institutions, the private sector and regional organizations, and peer learning among countries;

Invites the United Nations development system to support the follow-up to the voluntary national reviews in developing countries, at their request, including by addressing gaps and challenges in implementation identified by the reviews in implementing United Nations Sustainable Development Cooperation Frameworks where possible;

Invites countries that have undertaken two or fewer reviews at the high-level political forum to volunteer for an additional review before 2030;

Requests the President of the Economic and Social Council, when establishing the list of countries presenting reviews, to give priority to countries that have conducted two or fewer reviews;

Also requests the President of the Economic and Social Council to allocate as much time as possible to the voluntary national reviews during the high-level political forum in order to strengthen interaction, substantive discussion and enhanced peer-to-peer learning, coordination and exchange;

Reaffirms that the high-level political forum on sustainable development convened under the auspices of the Economic and Social Council shall strengthen its analysis of the interlinkages across the Sustainable Development Goals and targets, including policy implications of their synergies and trade-offs, and of the economic, social and environmental dimensions of sustainable development, while also addressing issues cutting across the 2030 Agenda and the Goals, as well as the principle of leaving no one behind;

Also reaffirms that, while respecting its universal intergovernmental character, the high-level political forum will continue to involve Governments, as well as the United Nations system and other international and regional organizations, parliamentarians, local governments, women, children and youth, persons with disabilities, Indigenous Peoples, civil society, non‑governmental organizations, business and the private sector, the scientific and academic community and other major groups and relevant stakeholders;

Further reaffirms the provisions stipulated in paragraphs 14, 15 and 16 of resolution 67/290 on the participation of the major groups and other relevant stakeholders in the high-level political forum, that the forum should ensure broad, effective and balanced participation of a diverse and inclusive range of major groups and other relevant stakeholders in all aspects of its work, including the voluntary national reviews, including through the use of information technology and innovative web-based interface as an additional means for participation, while retaining the intergovernmental nature of the forum, and that countries could consider including major groups and other relevant stakeholders in their delegations at the forum, as done by some countries in the past;

Decides that all mandates contained in resolution 75/290 B and its annex, and all previous resolutions on the high-level political forum, shall remain in effect unless updated or replaced in the present resolution or subsequent resolutions of the General Assembly and that the mandates contained in the present resolution should be implemented starting with the 2027 high-level political forum on sustainable development and its preparations;

Also decides to review the arrangements contained in, and the implementation of, the present resolution at its eighty-fifth session, in conjunction with the review of the Economic and Social Council, in order to benefit from lessons learned from the previous cycles of the high-level political forum on sustainable development as well as from relevant processes under the General Assembly and the Economic and Social Council related to the follow-up and review of the 2030 Agenda;

Requests the Bureau of the Economic and Social Council to provide the Council, at its 2027 session, and in future sessions, as appropriate, with an update on progress made in the implementation of the present resolution, including on the requests to the Bureau.
