Recognizes that neutrality, without prejudice to the rights and obligations of States under the Charter of the United Nations, can embody responsibility rather than indifference, reflecting a principled commitment to conflict prevention through impartiality, good offices, mediation and confidence-building, while maintaining constructive engagement with all parties in the interest of international peace and security;

Invites the Secretary-General to cooperate closely with neutral States, with a view to implementing the principles of preventive diplomacy and using those principles in their mediation activities;

Recommends to all Member States, organizations of the United Nations system and other international, regional and subregional organizations the use, as appropriate, of the full potential of neutral States and mediation in the peaceful settlement of disputes, conflict prevention and resolution in accordance with the Charter of the United Nations;

Once again invites all Member States, organizations of the United Nations system and other international and regional organizations, as well as non‑governmental organizations and individuals, to mark annually the International Day of Neutrality on 12 December by means of education and the holding of events aimed at enhancing the knowledge of the public about the role of a policy of neutrality in maintaining and strengthening international peace and security;

Reiterates the invitation to the Secretary-General to seek the views of Member States and relevant entities of the United Nations system on the role and importance of a policy of neutrality in maintaining and strengthening international peace and security, and to communicate such views to the General Assembly at its eighty-first session for further consideration;

Welcomes the proposal of Turkmenistan, in cooperation with the University of Peace and the United Nations Regional Centre for Preventive Diplomacy for Central Asia, to explore the establishment and hosting, through voluntary contributions, of an Academic Centre on Peace, Neutrality and Preventive Diplomacy Studies, and calls upon Member States and relevant United Nations entities, as appropriate, to consider opportunities for supporting this initiative;

Encourages the effective use of the territories of neutral countries for hosting peace talks and conflict resolution and settlement processes, including through the establishment of dedicated mediation facilities, and notes the proposal of Turkmenistan to set up on its territory the Peace Mediation Chamber, in accordance with the Charter of the United Nations, which would require evaluation by Member States and the United Nations system, as underlined in General Assembly resolution 79/274, without prejudice to existing United Nations mandates;

Reiterates the request to the Secretary-General to develop, within existing resources, under the leadership of all States Members of the United Nations, guidance for upholding and implementing the principles of neutrality for peace and security, with a specific focus on consolidating lessons learned and key principles for the effective application of neutrality in international relations;

Invites the States Members of the United Nations, the Movement of Non‑Aligned Countries and other regional and international organizations to further elaborate the neutrality-based concept of global security, under the auspices of the United Nations, as a basis for consensus-building and strengthening multilateral cooperation, guided by the principles and purposes enshrined in the Charter of the United Nations.
