Endorses the conclusions and recommendations contained in the report of the Advisory Committee;

Reaffirms the high priority accorded to the work of the Extraordinary Chambers in the Courts of Cambodia;

Notes with appreciation the sustained contributions of the Government of Cambodia, as the host country, for the Extraordinary Chambers;

Welcomes the efforts of the Secretary-General and the Royal Government of Cambodia towards completion of the work of the Extraordinary Chambers, including with regard to the drawdown of activities and the residual functions requiring performance;

Encourages the Secretary-General and the Royal Government of Cambodia to take all the measures necessary to fully implement the Addendum to the Agreement between the United Nations and the Royal Government of Cambodia concerning the Prosecution under Cambodian Law of Crimes Committed during the Period of Democratic Kampuchea on the Transitional Arrangements and the Completion of Work of the Extraordinary Chambers (the Addendum)⁸ with a view to working towards the completion of the remaining residual functions and ensuring an orderly and timely transition to the new Cambodian institution;

Notes that the resources requested by the Secretary-General are important for sustaining the residual functions of the Extraordinary Chambers in 2026, including the historic preservation and conservation of its archives as a shared global responsibility to advance the cause of international justice;

Welcomes the intention of the Royal Government of Cambodia to establish a permanent public independent institution to, among other tasks, serve as a research centre, as well as the principal repository for the public to access information on the Cambodian accountability process, and encourages the Royal Government of Cambodia to take steps in that respect;

Recalls paragraph 9 of the report of the Advisory Committee, stresses the importance of maintaining and preserving the records of the Extraordinary Chambers, and recalls the importance of making those documents easily accessible for the general public;

Also recalls paragraph 12 of the report of the Advisory Committee, expresses concern over the steady decline in the levels of voluntary contributions, and requests the Secretary-General to continue to intensify his efforts to obtain additional voluntary contributions, including by broadening the donor base;

Encourages all Member States to provide continuing and additional voluntary support for both the international and national components of the Extraordinary Chambers in support of the expeditious completion of the mandate of the Chambers;

Welcomes all financial and in-kind contributions to support the work of the Extraordinary Chambers;

Stresses the continued importance of in-person engagement for outreach activities and in-country information dissemination activities by the Extraordinary Chambers to effectively carry out its core residual function;

Encourages the Extraordinary Chambers to continue to adopt appropriate measures for achieving operational savings and efficiencies while properly carrying out the residual functions in a transparent, accountable, cost-effective and expeditious manner, with a view to a timely completion of the residual phase;

Authorizes the Secretary-General, to enter into commitments in an amount not exceeding 1,856,700 dollars to supplement the voluntary financial resources of the international component of the Extraordinary Chambers for the period from 1 January to 31 December 2026, so as to enable the Chambers to carry out its judicial mandate, and requests the Secretary-General to report on the use of the commitment authority in the context of the next report;

Reaffirms the high priority accorded to the work of the Residual Special Court for Sierra Leone;

Recalls article 6 of the Agreement between the United Nations and the Government of Sierra Leone on the Establishment of a Residual Special Court for Sierra Leone,¹¹ and reaffirms that the Residual Special Court shall have its principal seat in Sierra Leone and that it shall carry out its functions at its interim seat in the Kingdom of the Netherlands, with a sub-office in Sierra Leone for witness and victim protection and support, until such time as the Parties agree otherwise;

Welcomes the efforts to date of the Residual Special Court to digitize judicial records, notes that full digitization of all records remains incomplete, and encourages the Court to continue to work towards the completion of the full digitization of archives within the existing resources;

Also welcomes the continued in-kind multiform support provided by the Government of Sierra Leone to the Residual Special Court, including the provision of rent-free office space and other services at no cost;

Emphasizes that the subvention from the regular budget is a bridging financing mechanism to supplement insufficient voluntary contributions, and encourages all Member States to provide voluntary support for the Residual Special Court;

Takes note of paragraph 11 of the report of the Advisory Committee;

Acknowledges the successful completion of the renovation of Africa Hall at the Economic Commission for Africa, and expresses its appreciation to the Government of Ethiopia, as the host country, for its continued support for the project, and encourages the Secretary-General to continue to engage with the host country on all matters related to the project and its sustained use;

Endorses the conclusions and recommendations contained in the report of the Advisory Committee;

Approves the proposed name of the project as the United Nations Office at Nairobi Conference Facilities Project;

Acknowledges the need to address the deteriorating conditions and limited capacity of the conference services facilities at the United Nations Office at Nairobi and the urgent need to implement the project in a timely manner to address the situation, increase its utilization and to bring the Office to a standard consistent with other United Nations headquarters, while acknowledging the progress made under the project during the reporting period;

Recalls paragraph 11 of the report of the Advisory Committee, notes that significant changes have been made to the project implementation strategy presented in the original report of the Secretary-General approved by the General Assembly, and requests the Secretary-General to ensure that any future changes to the project will continue to be clearly presented and explained in his future progress reports;

Further recalls its resolution 78/253, and notes the incorporation of renewable energy efficiency measures, wastewater treatment, solid waste management and water management into the project design, which aims to enable savings on electricity and other expenses;

Recalls paragraph 15 of the report of the Advisory Committee, and requests the Secretary-General to ensure oversight, transparency and strict adherence to the relevant legislative framework in the procurement of goods and services for the project, and to provide more detailed information in the context of future progress reports;

Also recalls paragraph 16 of the report of the Advisory Committee, and further encourages the Secretary-General to continue to incorporate local knowledge, technology, capacity and the use of locally sourced and manufactured materials, as well as local labour and expertise, throughout the implementation of the project, as appropriate, and to provide updates on efficiency gains thereon in future progress reports;

Recalling its resolution 70/238 A of 23 December 2015, section VII of its resolution 78/253 and its resolution 79/253 of 24 December 2024,

Having considered the report of the United Nations Joint Staff Pension Board on the work of its eighty-first session and administrative expenses of the United Nations Joint Staff Pension Fund,²⁵ the statement submitted by the Secretary-General in accordance with rule 153 of the rules of procedure of the General Assembly on programme budget implications arising from recommendations and decisions contained in the report of the United Nations Joint Staff Pension Board,²⁶ the financial report and audited financial statements for the year ended 31 December 2024 and the report of the Board of Auditors on the Fund²⁷ and the recommendations contained therein, the report of the Chief Executive of Pension Administration and the Acting Representative of the Secretary-General for the investment of the assets of the Fund on the implementation of the recommendations of the Board of Auditors contained in its report for the year ended 31 December 2024 on the United Nations Joint Staff Pension Fund²⁸ and the related report of the Advisory Committee,²⁹

Takes note of the report of the United Nations Joint Staff Pension Board and the statement of the Secretary-General;

Also takes note of the report of the Chief Executive of Pension Administration and the Acting Representative of the Secretary-General for the investment of the assets of the Fund on the implementation of the recommendations of the Board of Auditors contained in its report for the year ended 31 December 2024 on the United Nations Joint Staff Pension Fund;

Endorses the conclusions and recommendations contained in the report of the Advisory Committee, subject to the provisions of the present resolution;

Emphasizes the existing prerogative of the General Assembly on matters pertaining to the Fund;

Takes note with appreciation of the work of the United Nations Joint Staff Pension Board, and welcomes the decisions and recommendations contained in its report;

Acknowledges the commitment of the Pension Fund to manage long-standing recommendations of the Board of Auditors, and reiterates the importance of the secretariat of the Fund, the Pension Board and the Representative of the Secretary-General addressing all the accepted recommendations of the Board of Auditors and the Office of Internal Oversight Services, in full and in a timely manner, and of reporting thereon in the next report to the General Assembly;

Recalls paragraph 50 of the report of the Advisory Committee, stresses the importance of maintaining the long-term solvency of the Fund, and requests the Fund to continue to monitor risks to the future solvency of the Fund and to update the General Assembly on its findings in its next report;

Commends the contribution of the Budget Committee to an enhanced oversight of resource utilization for the effective implementation of the operational needs of the Pension Fund, and requests the Pension Fund to identify tangible efficiencies for reflection in the next budget submissions;

Welcomes the progress made by the Pension Fund, including improving client experience, modernizing pension services and strengthening relations with all stakeholders, and encourages the Pension Board to continue focusing on these areas and to report thereon in its next report;

Reaffirms that the Secretary-General serves as fiduciary for the investment of the assets of the Fund, and also reaffirms that the investment of the assets of the Fund shall be decided upon by the Secretary-General after consultation with the Investments Committee, which plays an important role, and in the light of observations and suggestions made from time to time by the Pension Board on the investments policy;

Recalls paragraph 12 of its resolution 79/253 and paragraph 18 of the report of the Advisory Committee, and requests the Secretary-General to continue to diversify investment of the assets of the Fund among developed, developing and emerging markets, wherever this serves the interests of the participants and the beneficiaries of the Fund, and ensure that decisions in any market are implemented prudently, taking fully into account the four investment criteria, namely, safety, profitability, liquidity and convertibility, and to provide an update to the General Assembly on efforts being made to this end, including information on investments by country and geographical region and by currencies and assets, in the context of his next report;

Also recalls section XIII, paragraph 21, of its resolution 76/246 A and paragraph 18 of its resolution 77/258 of 30 December 2022, and requests the Secretary-General to strengthen his efforts to implement the Fund’s strategy on impact investing for part of the portfolio, including in developing and emerging markets, from regions such as Africa, Latin America, Asia and others, with a view to generating positive social and environmental impact alongside the financial returns, bearing in mind the real rate of return target, and to update the General Assembly in his next report;

Encourages the Fund to continue using peer benchmarking to compare and improve the performance of its investments, and reiterates that, while such comparisons support transparency, they do not constitute recruitment or cost targets;

Notes the financial constraints affecting the United Nations and ongoing reform initiatives, and, on the basis of the forthcoming actuarial valuation, asset liability management study and mortality studies, invites the Pension Board to review the pension scheme holistically, including the Pension Adjustment System, and to assess options for pension scheme designs, such as defined contribution and hybrid schemes as well as adjustments within the existing scheme, that lower contributions, maintain the sustainability and long-term viability of the Pension Fund and respect accrued pension rights, and requests the Pension Board to provide to the General Assembly, at its eighty-third session, a report outlining such options, and to update the General Assembly on progress in its next annual report;

Takes note of paragraph 60 of the report of the Advisory Committee, and decides to reclassify one post of Public Information Officer from the P-3 to the P-4 level;

Also takes note of paragraph 67 of the report of the Advisory Committee, and decides to establish the post of Senior Legal Officer (P-5);

Approves the changes to the staffing table as set out in the table below:

Also approves the estimates of 168,460,000 dollars for the administration of the Fund for 2026;

Approves the amount of 5,470,800 dollars as the cost of the services provided by the United Nations Joint Staff Pension Fund to the secretariat of the United Nations Staff Pension Committee for 2026, of which 3,266,100 dollars would represent the share of the regular budget and the balance of 2,204,700 dollars would represent the share of the funds and programmes;

Also approves the decrease of 76,600 dollars in the United Nations share of the cost of the administrative expenses of the central secretariat of the Fund under section 1, Overall policymaking, direction and coordination, of the proposed programme budget for 2026;

Authorizes the Pension Board to supplement the voluntary contributions to the Emergency Fund for 2026 by an amount not to exceed 112,500 dollars;

Having considered the financial performance report on the programme budget for 2024³² and the related report of the Advisory Committee,³³

Takes note of the report of the Secretary-General;

Endorses the conclusions and recommendations contained in the report of the Advisory Committee;

Decides that, starting from January 2026, regular budget credits to be apportioned among Member States in accordance with the Financial Regulations and Rules shall offset regular budget arrears of Member States, before crediting to the assessments, and the Financial Regulations and Rules shall be amended accordingly;

Also decides that, starting from January 2026, tribunals credits to be apportioned among Member States in accordance with the Financial Regulations and Rules shall offset tribunals arrears of Member States, before crediting to the assessments, and the Financial Regulations and Rules shall be amended accordingly;

Further decides that, starting from January 2027, the return of credits for the regular budget and tribunals shall be apportioned on the basis of the scale of assessments for the year to which the credits relate, and the Financial Regulations and Rules shall be amended accordingly;

Requests the Secretary-General to make every effort to facilitate Member States’ payments of their assessed contributions, including in cases when there are circumstances beyond their control in making payments;

Notes that cash conservation does not constitute a sustainable solution to the liquidity problem of the United Nations, and that other related measures introduced by the Secretary-General cannot solve the problem, and emphasizes that the problem can only be resolved through Member States fulfilling their financial obligations as set out in the Charter of the United Nations on time, in full and without conditions;

Takes note of the final expenditure in 2024 in the amount of 3,361,198,300 dollars and the actual income in 2024 in the amount of 366,969,700 dollars;

Recalls its resolution 79/318 of 18 July 2025 on the UN80 Initiative, and welcomes the efforts of the Secretary-General to strengthen the United Nations through structural and programmatic realignment to address duplication, reduce overlap, enhance transparency, strengthen mandate delivery and make special political missions more efficient, effective, impactful and fit for purpose for the people it serves;

Stresses that the UN80 Initiative is not a liquidity management measure, and requires going beyond a one-time reform exercise to also incorporate a culture of efficiency to ensure long-term effective and efficient mandate delivery, affirms the respective roles of the General Assembly and the Security Council with regard to special political missions, and requests the Secretary-General to pursue synergies to achieve greater efficiency in the management of post and non‑post resources, and to this end present proposals in his next budget submissions, while taking into account the different sizes, complexities and operational environments of special political missions;

Recognizes the need to assess the impact of the reform efforts on mandate implementation, requests the Secretary-General to reflect thereon in his future budget submissions for special political missions, and also requests the Secretary-General to explore measures to apply zero-based budgeting, based on mandated activities;

Reaffirms its commitment to considering the review of the arrangements on the funding and backstopping of the special political missions and the recommendations of the Advisory Committee, and expresses its commitment to considering this matter, with a view to making a decision, without prejudging the outcome, at the main part of its eighty-first session;
