!$· The Secretary-General shall make a primary allotment of the appropriations voted by objects of expenditure; transfers between the primary allotments within Sections shall be permissible only on the written authority of the Secretary-General.

C. WoRKING CAPITAL fUND, ANO PROVISION OF WoRKING CAPITAL

The General A.ssembly resolves that,

The working capital fund shall be maintained for the financia! year 1947 at the amount of $20,000,000 (U.S.).

Members shall make advances to the working capital fund in accordance with the scale adopted by the General Assembly for contributions of Members to the second annual budget.

There shall be set off against this new allocation of advances, the amounts paid as advances to the working capital fund by Members in accordance with the provisional scale adopted by the General Assembly at the first part of the first session; provided, however, that should the advanees paid by any Member under the provisional scale exceed the advance due under the scale

adopted for contributions to the second annual budget, the excess shall be offset against the contributions due from that Member under the first annual budget and should an excess still remain, against the contributions due from that Member under the second annual budget.

The Secretary-General 1s authorized:

To advance from the working capital fund such sums as may be necessary to finance the 1946 and 1947 annual budgets, induding supplementary appropriations, pending receipt of contributions; sums so advanced shall be reimbursed as soon as receipts from contributions are available for the purpose;

C. fONDS D.E ROULEMENT ET SON MODE D 0APPROVISIONNEMENT

L' Assemblée générale décide,

Le fonds de roulement pour l'exercice 1947, sera maintenu au chiffre de 20.000.000 dollars (E.-U.).

Les Etats Membres feront des avances au fonds de roulement, conformément au barcme adopté des Etats Membres au deuxieme budget annuel. nouvelles avances et les sommes payées a titre d'avance au fonds de roulement par les Etats Membres conformément au barcme provisoire adopté par I'Assemblée générale pendant la premiere partie de la premiere session, étant entendu cependant qu'au cas ou les avances payées par un Etat Membre, conformément au bareme provisoire, seraient supérieures a l'avance due en vertu second budget annuel, le surplus viendrait en débre en vertu du premier budget annuel, et s'il en restait encore un, il viendrait en déduction vertu du deuxieme budget annuel.

Le Secrétaire général est autorisé:

_ (b) To advance such''sums in 1947 as may be necessary to ineet unforeseen1 or extraordinary1

expenses, provided that the prior concurrence of the Advisory Committee on Administrative and Budgetary Questions is obtained for any ad-

vanees beyond a total of $2,000,000 (U.S.) to meet unforeseen expenses and for advances beyond a total of $s,ooo,ooo (U.S.) to meet com-

bined unforeseen and extraordinary expenses.

Of these amounts the Secretary-General shall

make available to the President of the lntemational Court, at his request, such sums as may be necessary to meet the expenses occasioned by

holding sessions of the Court away from The Hague, under Article 22 of the Statute of the

Court; provided that the concurrence of the Secretary-General shall be required for the advance ofsums in excess of a total of $70,000 (U.S.). The Secretary-General shall report to the next convened General Assembly ali advances made under this clause and the circumstances relating

thereto and shall make provision in the estimates for reimbursement of the working capital fund, except when such advances are recoverable from sorne other source;

To advance loans to certain specialized agencies, repayable within two years, for the

purpose of financing their initial operations, up to such amounts as may seem necessary and

appropriate having regard to the proposed financia! resources of the agency concerned; provided that the concurrence of the Advisory Committee shall be required for Ioans aggregat-

ing more than $2,000,000 (U.S.) or in excess of $1,000,000 (U.S.) for any one agency;

To advance sums not exceeding $675,000 (U.S.) from the work.ing capital fund to establish a staff housing fund for the purpose of financing advance renta! payments, guarantee

deposits, and working capital requirements for housing the staff of the Secretariat. Such advanees shall be reimbursed to the working capital fund following recovery of the rental advances, guarantee deposits and work.ing capital advances;

To advance sums not exceeding $100,000 (U.S.) from the working capital fund to establish a rcvolving fund to finance other selflic!uidat,ing purchases and activities; provided that the concurrence of the Advisory Committee on Administrative and Budgetary Questions shall be required for advances in excess of a total of $50,000 (U.S.).
