The special representative, working under the operational control of the Secretary-General, exercises on his behalf clearly defined authority over all the mission components. The Assembly underlines the need to adhere to United Nations mandates and to respect United Nations operational control and the unity of command in United Nations peacekeeping operations. In peacekeeping operations that include humanitarian elements, a field-based humanitarian coordinator who works under the overall authority of the special representative of the Secretary-General may be appointed. The Assembly considers it essential that all agencies and programmes active in the field extend their full cooperation to the special representative and encourages the efforts of the Secretary-General to ensure this.
