Decides to authorize the Secretary-General to establish the United Nations Observer Mission to Verify the Referendum in Eritrea, which will have terms of reference as provided for in paragraph 7 of the report of the Secretary- General, and to appoint, as a matter of urgency, a Special Representative for the referendum, who will bead the Observer Mission;

Requests the Secretary-General to arrange, as soon as possible, for the deployment of the Observer Mission so that it may commence its verification functions;

Calls upon the authorities directly concerned to extend their fullest cooperation to the Observer Mission in order to facilitate the accomplishment of its task, as requested by the United Nations;

Requests the Secretary-General to report to the General Assembly at its forty-eighth session on the implementation of the present resolution.
