Takes note of the report of the Working Group and of the fact that, although the Working Group has done useful work, it has not had sufficient time to conclude its task;

Requests the Secretary-General to transmit to Governments, competent organs of the United Nations system and international organizations concerned the reports of the open-ended working groups established at the thirty-fifth, 89 thirty-sixth90 and thirty-seventh sessions88 and to invite them to bring up to date the comments they submitted in accordance with Economic and Social Council decision 1979/36 or to submit new comments on the basis of the abovementioned reports, by 30 June 1983;

Decides to establish, at its thirty-eighth session, an open-ended working group for the purpose of concluding the elaboration of the draft declaration on the human rights of individuals who are not citizens of the country in which they live;

Expresses the hope that a draft declaration on the human rights of individuals who are not citizens of the country in which they live will be adopted by the General Assembly at its thirty-eighth session.
