Recapitalization of the International Bank for Reconstruction and Development and Replenishment of the International Development Association
Expresses concern at the slow progress in negotiations for the fifth replenishment, which threatens the commitment authority of the International Development Association;

Urgesall traditional donors and others to support the fifth replenishment of the International Development Association;

Emphasizes the critical need for concessionary funds for financing development in developing countries, particularly in the least developed among them;

Considers it essential that negotiations for the fifth replenishment of the International Development Association be completed early in 1977 to replenish the Association at a substantially higher level than that of the fourth replenishment;

Urgesthat donor countries consider arrangements to ensure that the commitment authority of the International Development Association will not be disrupted at the end of the current replenishment period, namely, 30 June 1977;

Calls uponall members of the International Bank for Reconstruction and Development to support urgently a substantial increase in its capital in order to ensure adequate levels of lending to developing countries, thereby enabling it to maintain and enhance its role as an effective development financing institution;

Expresses concern over the impact of the hardening of the lending terms of the International Bank for Reconstruction and Development and urges that those terms be promptly reviewed.
