Recommends to Governments, in for- 1ating such national policies and programmes, to take into account the guidelines suggested in the Secretary-General's report and to take appropriate action:

To develop, as [equired and in accordance with their national priorities, programmes for the welfare, health and protection of older people, and their retraining in accordance with their needs, including measures aimed at maximizing their economic independence and their social integration with other segments of the population;

To develop progressively social security measures to ensure that the aged, regardless of sex, receive an adequate income;

To enhance the contribution of the elderly to social and economic development;

To discourage, wherever and when'!ver the overall situation allows, discriminatory attitudes, policies and measures in employment practices based exclusively Oil age;

To encourage the creation of employment opportunities for the elderly in :accordance with their needs;

To promote by all possible means the strengthening of the family unit;

To stimulate bilateral and multilateral agreements of co-operation in the field of social security fOir the benefit of the aged;

Requests the Secretary-General, with the resources at his disposal and in co-ordinated co-,)peration with the specialized agencies concerned, to take appropriate action:

To assist Governments, at their request, on questions of planning for the older sector of the population in the context of over-all development programmes and to help them develop the manpower needed to provide various functions in the field of aging;

( b) To continue to monitor the present and prospective changes in the numbers and proportions of the aged and their underlying demographic factors and, for this purpose, to maintain a system of collection and dissemination of information on aging;

To undertake studies, drawing upon the expertise of the various competent bodies within the United Nations system and in consultation with its regional offices and with Governments, regarding the interrelationship between demographic, social and economic factors in aging;

To promote research, at the international and national levels, for the further development of policies and standards, planning and evaluation methods and practical action in the field of aging;

( e) To promote scientific research on the subject of aging;

To co-operate with bilateral and appropriate multilateral programmes interested in providing assistance to developing countries in the field of aging;

Requests the Secretary-General to submit to the Economic and Social Council in 1977, through the Commission for Social Development, a progress report on the action taken on the present resolution and to report to the General Assembly at its thirty-second session;

Requests the O[ganizations of the United Nations system concerned with aging, the regional economic commissions ,and the appropriate non-governmental organizations having consultative status with the Economic and Social Council to give full support to the Secretary-General in this task;

Requests the Secretary-General, in the preparation of his report, to take into account the views expressed by Member States during the debate on the item in the Third Committee.

Considers social security to be an integral part of national programmes for improving the well-being of the population, particularly of the aged, within the framework of the State's long-tenn social and economic planning;

Calls upon Governments to assume responsibilitv for guiding and planning social security in all sector; along with the development of legislation in the field of social security pro~rammes;

Recommends that Governments should carry out, as far as national circumstances permit, the necessary social security measures within the framework of general planning and, in particular, should:

Seek to ensure that the aged, the disabled and those who suffer the loss of the breadwinner receive adequate social security payments;

( b) Introduce and expand social security schemes with due regard for the groups of workers with special needs, in particular women;

( c) Improve the treatment under ~ocial . s_ecurity schemes for immigrant workers and thelf fam1hes;

Provide sufficient institutions for the care of aged persons requiring medical treatment;

Ensure, where possible, the vocational training and employment of the handicapped;

Seek to ensure that aged persons protected by social welfare programmes oan take part, to the extent of their capacities, in creative activities, which would give them moral satisfaction;

Seek to ensure further that in city and district planning, and when repovating e?'isting facili~i.e~, adequate attention be paid to architectural ~ac1ht!es. for the aged and the disabled, and that pubhc bu1ld1_ngs, factories and other work places and, when possible, housing be made easily accessible to them;

Calls for the participation of the whole coi:nmunity, including the trade unions, in the field of social security as well as in the improvement of the general well-being of the population;

Requests the Secretary-General to give co~st~t attention to these problems and to reflect them m his reports on the world social situation;

Invites the Economic and Social Council to request the Commission for Social Development to include in its programme of work tor 197 4-1 ?77. questions relating to the place of social security m the system of social and economic planning and development and, in this connexion, requests the Secretary- General to consult with the International Labour Organisation regarding_ the preparatiO? of a ~omparat~ve study of social security systen~s_, social security pl_annm_g and the role and responsibility of the State m this matter;

Decides to consider this question at one of its future sessions.

3139 (XXVIII). Crime prevention and control

Reaffirms its wish to ensure that the Fifth United Nations Congress on the Prevention of Crime and the Treatment of Offenders will make an important and useful contribution to the solution of problems related to crime prevention and control;

Requests the Secretary-General to ensure that the Secretariat's preparatory work for the Congress is fully adequate for its successful outcome.
