Takes note of the interim report of the Committee of Experts on the Review of the Activities and Organization of the Secretariat19 and the related observations of the Secretary-General20 and of the Advisory Committee on Administrative and Budgetary Questions ;21

Confirms the provisional decision of the Secretary- General that, notwithstanding the provisions of paragraph 1 of the General Assembly resolution 1446 (XIV) of 5 December 1959, the composition of the Committee of Experts should be increased from six to eight members;

Endorses the recommendation of the Committee of Experts that, pending examination of its final report by the General Assembly, United Nations organs should not, save in cases of real urgency, propose the initiation of studies or other projects involving additions to the budget or to the permanent establishment of the Secretariat.
