Condemns all human rights violations and abuses, as well as the illicit exploitation of natural resources, in particular in the areas affected by armed and intercommunal conflicts in the eastern part of the Democratic Republic of the Congo, where the situation continues to lead to significant population displacement;

Also condemns the activities of armed groups and the resurgence of attacks against civilians, the international forces of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo, humanitarian actors and the Armed Forces of the Democratic Republic of the Congo by rebel and terrorist groups, mainly those of the Allied Democratic Forces, the Cooperative for the Development of the Congo, certain dissident elements of the “Wazalendo” self-defence groups, the Forces démocratiques de libération du Rwanda and the Alliance Fleuve Congo/Mouvement du 23 mars armed group, as well as the occupation by such groups of, in particular, Bunagana, Goma and Bukavu and a number of other nearby localities in North Kivu and South Kivu, where they commit daily atrocities and human rights abuses and serious violations of international humanitarian law, and calls upon all armed groups to cease their attacks;

Strongly condemns all foreign support provided by any party to the rebel and terrorist groups that roam the country, particularly that given by Rwanda to the Alliance Fleuve Congo/Mouvement du 23 mars armed group, in flagrant violation of the principles relating to the promotion and protection of human rights and to sovereignty and noninterference in the internal affairs of other States, and calls for such support to end immediately;

Encourages the countries of the region and the international community as a whole to continue to support the Washington Accords for Peace and Prosperity and the Doha Declaration of Principles for the return of lasting peace in the eastern part of the Democratic Republic of the Congo and the Great Lakes region;

Encourages the mediator appointed by the African Union, the President of the Council of Togo, to pursue his efforts with a view to the restoration of peace in the eastern part of the Democratic Republic of the Congo and the Great Lakes region, which has been ravaged by decades of armed and intercommunal conflict;

Welcomes the communiqué of the forty-sixth Ordinary Summit of Heads of State and Governments of the Southern African Development Community, held on 17 August 2026, which reiterated the Summit’s solidarity with the people of the Democratic Republic of the Congo and reaffirmed the support of the Southern African Development Community for coordinated regional and international efforts to restore peace and security, protect civilians, strengthen humanitarian and public health responses, promote inclusive dialogue and enhance resilience to ongoing challenges;

Calls upon the facilitators of the Washington Accords for Peace and Prosperity and the Doha Declaration of Principles to put pressure on the Parties to respect their commitments under these agreements, in order to facilitate their implementation;

Calls upon the authorities of the Democratic Republic of the Congo to bring to justice all suspected perpetrators of serious crimes committed throughout the country, welcomes the convictions already handed down and encourages the authorities to take all necessary measures to ensure that survivors have access to justice;

Calls upon international partners to provide technical, material and financial support to strengthen prevention and response measures to the Ebola virus disease outbreak, and to protect and promote human rights by ensuring equitable and non-discriminatory access to healthcare, particularly for affected and vulnerable populations;

Takes note of the establishment of the consultative framework for technical and financial partners on transitional justice, the resumption of national consultations in the country’s provinces, the strengthened coordination among transitional justice actors, the capacity-building efforts of the provincial Truth, Justice and Reconciliation Commission and the support provided to it in collecting testimonies;

Notes with satisfaction the forthcoming launch of the forensic medicine course at the start of the next academic year and the ongoing mapping of sites believed to contain mass graves;

Encourages the Government of the Democratic Republic of the Congo to submit its sixteenth, seventeenth and eighteenth periodic reports on the implementation of the International Convention on the Elimination of All Forms of Racial Discrimination as soon as possible;

Notes with satisfaction the conviction on appeal of the 54 defendants for the murder of two United Nations experts, as confirmed by a final judgment of the High Military Court on 5 June 2026;

Encourages the Government of the Democratic Republic of the Congo to continue to improve conditions of detention and to take additional urgent measures to relieve prison overcrowding and to limit the statutory time limits for pretrial detention, and invites the United Nations High Commissioner for Human Rights to provide the necessary technical, logistical and financial support to the Government in its efforts to relieve overcrowding in places of detention and to compile coordinated and reliable judicial statistics;

Requests the Office of the United Nations High Commissioner for Human Rights to provide the necessary technical support to the Government in its effective implementation of the national transitional justice policy;

Encourages the continued and enhanced collaboration of the Government of the Democratic Republic of the Congo with all United Nations mechanisms, including the universal periodic review and the special procedures, by accepting pending visit requests;

Requests the High Commissioner to continue to provide the Government of the Democratic Republic of the Congo with technical assistance, including the necessary forensic expertise, to support the country’s judicial authorities in their investigations into allegations of serious human rights violations and abuses, including conflict-related sexual violence and grave violations of children’s rights, with a view to bringing the perpetrators to justice, and to strengthen the technical assistance team with the necessary technical and financial resources to help the Government implement effective mechanisms to combat impunity, including judicial and accountability mechanisms;

Also requests the High Commissioner to continue to support the Government of the Democratic Republic of the Congo in the development and strengthening of its forensic medicine capacities, in particular by providing increased support with a view to the immediate operationalization of the forensic medicine programme in medical schools;

Further requests the High Commissioner to continue to support the Government of the Democratic Republic of the Congo in the development and implementation of its national transitional justice policy and strategy, in particular by taking account of the cross-border nature of conflict and security in the Great Lakes region, as well as in the design and implementation of transitional justice and anti-impunity mechanisms at the regional level;

Requests the High Commissioner to continue to provide the provincial Truth, Justice and Reconciliation Commission of Kasai-Central with increased technical and financial support to help it implement its mandate to shed light on the crisis in this region and propose solutions for lasting peace;

Calls upon international actors and partners, as part of enhanced coordination with the Office of the High Commissioner, to provide the additional financial resources and technical and logistical support necessary for the Government of the Democratic Republic of the Congo to consolidate its efforts in the field of transitional justice at the national and regional levels;

Requests the High Commissioner to continue to provide the Government of the Democratic Republic of the Congo with technical support to help it establish mechanisms to protect human rights in the extractive industries, in particular children’s rights;

Also requests the High Commissioner to continue to support the efforts of the Democratic Republic of the Congo in the fulfilment of the right to development;

Encourages the Government to make human rights impact assessments mandatory for all large-scale projects, particularly in the natural resources and infrastructure sectors, and requests the High Commissioner to provide technical assistance and build the capacity of national authorities, the private sector, affected communities and all stakeholders to ensure their effective implementation;

Requests the Office of the High Commissioner to organize, before its sixty-sixth session, a meeting to evaluate the implementation of the present resolution, bringing together all the actors involved and with the aim of assessing the progress made in the fields of forensic science and transitional justice;

Requests the High Commissioner to present the Council with an oral update on the situation of human rights in the Democratic Republic of the Congo, in the framework of an enhanced dialogue, at its sixty-fourth session;

Also requests the High Commissioner to prepare a comprehensive report on the situation of human rights in the Democratic Republic of the Congo and to submit it to the Council, in the framework of an enhanced interactive dialogue, at its sixty-sixth session;

Decides to remain seized of the matter until its sixty-sixth session.
