Strongly condemns all violations and abuses of international human rights law in the Bolivarian Republic of Venezuela;

Urges the Bolivarian Republic of Venezuela to implement fully and immediately the recommendations contained in the reports of the United Nations High Commissioner for Human Rights and of the independent international fact-finding mission and to investigate all violations and abuses of human rights and hold those responsible to account;

Also urges the Bolivarian Republic of Venezuela to respect, protect and fulfil the right of citizens to take part in the conduct of public affairs and the rights to freedom of expression, peaceful assembly and association, as well as to cease restrictions on civic and democratic space, which discourage civic engagement and limit inclusive political participation;

Calls upon the Bolivarian Republic of Venezuela to immediately and unconditionally release all arbitrarily detained persons and lift all criminal proceedings against them;

Requests the High Commissioner to continue to monitor, report on and provide technical cooperation with a view to improving the situation of human rights in the Bolivarian Republic of Venezuela;

Also requests the High Commissioner to present to the Human Rights Council oral updates at its sixty-fourth and sixty-seventh sessions, each to be followed by an interactive dialogue, and to submit comprehensive reports on the situation of human rights in the Bolivarian Republic of Venezuela containing an assessment of the implementation of the recommendations made in previous reports to the Council for consideration at its sixty-fifth and sixty-eighth sessions, each to be followed by an interactive dialogue;

Decides to extend for a period of two years the mandate of the independent international fact-finding mission on the Bolivarian Republic of Venezuela, as set out in Human Rights Council resolutions 42/25, 45/20 and 57/36;

Requests the fact-finding mission to present to the Human Rights Council oral updates on its work at the Council’s sixty-fourth and sixty-seventh sessions, each to be followed by an interactive dialogue, and to submit to the Council reports on its findings and recommendations for future action by the Council at its sixty-sixth and sixty-ninth sessions, each to be followed by an interactive dialogue;

Encourages the Bolivarian Republic of Venezuela to continue to strengthen its cooperation in a full manner with the Office of the United Nations High Commissioner for Human Rights and urges the Bolivarian Republic of Venezuela to cooperate fully with the fact-finding mission, to grant the Office and the mission immediate, full and unfettered access to the entire country, including to victims and places of detention, to provide them with all the information necessary to fulfil their mandates, and to ensure that all individuals have unhindered access to and can communicate with the United Nations and other human rights entities without fear of reprisal, intimidation or attack;

Requests the Office of the High Commissioner to continue its efforts towards the protection of human rights of migrants and refugees from the Bolivarian Republic of Venezuela and, in this respect, to promote effective measures and best practices, in collaboration with the Office of the United Nations High Commissioner for Refugees, the International Organization for Migration and other relevant agencies, and invites all relevant stakeholders to enhance international cooperation with the host and transit countries of Venezuelan migrants, refugees and asylum-seekers;

Requests that the Office of the High Commissioner and the independent international fact-finding mission each be provided, in a timely manner, with all the resources necessary and the full administrative, technical and logistical support needed to carry out their respective mandates;

Encourages relevant special procedures of the Human Rights Council to pay particular attention, within their respective mandates, to the situation of human rights in the Bolivarian Republic of Venezuela, and urges the Bolivarian Republic of Venezuela to cooperate fully with their work, including by facilitating country visits;

Decides to remain actively seized of the matter.
