Strongly condemns all attacks, threats, acts of violence, intimidation and reprisals against humanitarian personnel and United Nations and associated personnel, including national and locally recruited personnel, as well as their premises, assets and means of transport, in situations of armed conflict, including foreign occupation;

Also strongly condemns the unlawful denial of humanitarian access and obstruction of the delivery of humanitarian assistance, which exacerbate humanitarian suffering and adversely affect the enjoyment of human rights by affected civilian populations;

Calls upon all parties to armed conflict to fully comply with their obligations under international law, including international human rights law, as applicable, and international humanitarian law, including their obligations related to respect for and the protection of humanitarian personnel, their premises, assets and means of transport, notably by preventing and ceasing attacks, acts of violence, arbitrary arrests and detentions and threats against humanitarian personnel, including national and locally recruited humanitarian personnel, who often face heightened risks while serving affected communities, and attacks on humanitarian relief operations, and by ensuring the non-criminalization of humanitarian activities consistent with international law;

Also calls upon all parties to armed conflict to allow and facilitate, in accordance with international humanitarian law, full, safe, rapid and unhindered humanitarian access to all civilians in need, taking into account the barriers affecting civilians in situations of armed conflict, including foreign occupation, and to promote the safety, security and freedom of movement of humanitarian personnel and United Nations and associated personnel, including national and locally recruited personnel, and the safety and security of their premises and assets;

Encourages States, relevant United Nations agencies and other relevant actors, as appropriate, to strengthen the monitoring and documentation of and reporting on attacks, violence, threats and obstruction affecting humanitarian personnel and humanitarian access, with a view to enhancing prevention, protection and accountability;

Strongly urges States to conduct, in an independent manner, full, prompt, impartial and effective investigations within their jurisdiction for violations of international humanitarian law and international human rights law perpetrated against civilians, including humanitarian personnel in situations of armed conflict, including foreign occupation;

Requests the United Nations High Commissioner for Human Rights to prepare a comprehensive report on the human rights impact of attacks, acts of violence and threats against humanitarian personnel, including national and locally recruited personnel, and the obstruction and unlawful denial of humanitarian access, in consultation with relevant United Nations entities, to be presented to the Human Rights Council at its sixty-seventh session;

Decides to remain seized of the matter.
