At its 76th plenary meeting, on 23 December 2004, the General Assembly, on the recommendation of the Fifth Committee,114 having considered the statement submitted by the Secretary-General115 of programme budget implications of recommendations contained in the report of the Committee for Programme and Coordination on its forty-fourth session116 and

having endorsed the observations and recommendations contained in the related report of the Advisory Committee on Administrative and Budgetary Questions:117

(a) Noted that, should it adopt the draft resolution entitled “Programme planning”, 118 the programme of work under section 29, Management and central support services, of the programme budget for the biennium 2004–2005, would be modified as indicated in paragraph 3 of the statement by the Secretary-General, and an additional amount of 500,000 United States dollars at initial 2004–2005 rates would be required under section 29B, Office of Programme Planning, Budget and Accounts, of the programme budget for the biennium 2004–2005, subject to the procedures established by the General Assembly in its resolutions 41/213 of 19 December 1986 and 42/211 of 21 December 1987 for the use and operation of the contingency fund;

(b) Noted the possible substantial financial costs related to the eventual implementation of a cost accounting system;

(c) Requested the Secretary-General to provide a full presentation of the financial implications of identified options for the possible implementation of such a system to the General Assembly at its sixtieth session for consideration.
