At its 79th plenary meeting, on 23 December 2003, the General Assembly, on the recommendation of the Fifth Committee,108 and having considered the note by the Secretariat on the question,109 decided that formal authority in matters of personnel of the United Nations Population Fund should be delegated by the Secretary-General to the Executive Director of the United Nations Population Fund.
