At its 78th plenary meeting, on 20 December 2002, the General Assembly, on the recommendation of the Fifth Committee,130 took note of the report of the Secretary-General on the presentation of estimates of staff assessment,147 and concurred with the observations and recommendations of the Advisory Committee on Administrative and Budgetary Questions thereon.148
